Open a PG&E bill in the Bay Area and the number tends to land somewhere between annoying and alarming. You are not paying that much because you use more power than the rest of the country. You are paying it because the rate is high and because a good chunk of the energy you buy never does its job. It heats the attic, leaks into the crawl space, and drifts out through gaps you cannot see.
The rate is mostly out of your hands. The leaking is not. That second part is where a homeowner can actually claw money back, and it usually costs less than people expect.
The Bay Area pays some of the highest power rates in the country

This is not in your head. According to the U.S. Energy Information Administration, California’s average residential electricity price ran about 32 cents per kilowatt-hour in early 2026, against a national average near 18 cents. That puts California roughly 80 percent above the rest of the country, and PG&E’s tiered residential rates often sit higher still.
Rates climbed hard between 2022 and 2024 through a series of approved increases, then eased back a little at the start of 2026. Even with the recent dip, PG&E remains one of the most expensive places in America to run a furnace or an air conditioner. When each unit of energy costs that much, waste gets expensive fast. Every degree of heat your attic loses in January, you buy back in cash.
The part of your bill nobody talks about

Heating and cooling are the largest energy users in most homes. ENERGY STAR puts the combined share at more than half of a typical home’s energy use. So the question that matters is not really “how do I use the AC less.” It is “how much of the air I already paid to heat or cool is staying inside the house.”
For a lot of Bay Area homes, the answer is “less than you would hope.” ENERGY STAR estimates that nine out of ten U.S. homes are under-insulated. Add leaky ductwork to that, and you are losing energy on two fronts. ENERGY STAR figures 20 to 30 percent of the air moving through a typical duct system escapes through leaks and bad connections before it ever reaches a room.
The stack effect: why your house pulls in air it doesn’t want

Here is the mechanism behind most of it. Warm air is lighter than cold air, so the air your furnace heats rises and looks for a way out the top of the house. Attic hatches, recessed lights, the holes where plumbing and wiring run through the ceiling. As that warm air escapes up high, it lowers the pressure down low, and the house pulls in cold replacement air through crawl space vents, foundation gaps, and leaky windows.
Building scientists call it the stack effect, and it runs all day whether you notice it or not. The bigger the temperature difference between inside and out, the harder it pumps. If your upstairs bakes while the downstairs stays cold, or some rooms never seem to catch up no matter how long the system runs, you are feeling the stack effect at work. Your house is breathing, and you are paying for every breath.

What an under-insulated attic actually costs you
The attic floor is the lid on all of this. When it is sealed and properly insulated, the warm air stays where you want it and the stack effect slows to a trickle. When it is thin, compressed, or full of gaps, the lid leaks.
The payoff for fixing it is well documented. ENERGY STAR estimates that air sealing a home and adding insulation in the attic, crawl space, and floors saves homeowners an average of 15 percent on heating and cooling costs, or about 11 percent of total energy use. In a region paying PG&E rates, 15 percent off the biggest slice of your bill is real money, and it repeats every month for the life of the house.
Why “to code” is not the same as “enough”
This is where a lot of homeowners get a false sense of security. California’s energy code, Title 24, sets a minimum attic insulation level of about R-30 for our climate zone. Plenty of older homes do not even hit that. But meeting the minimum is not the same as being well insulated.
The U.S. Department of Energy recommends roughly R-49 for an uninsulated attic in our climate, well above the code floor. Most Bay Area housing stock was built before 1980, when insulation standards were thin or nonexistent, so a home that was “built to code” decades ago is usually well short of where it should be today. If your attic still has its original insulation, there is a good chance you are leaving comfort and savings on the table.
Air sealing comes first, then insulation

Order matters, and this is the step the discount crews skip. Insulation slows heat from moving through a surface, but it does almost nothing to stop air from rushing through a gap. If you blow insulation over an unsealed attic floor, air still pours through the penetrations underneath it, and you never get the full benefit of the material you paid for.
Doing it right means sealing the attic floor first. The gaps around can lights, the top plates of walls, the chase where the ducts and pipes drop down. Then the insulation goes on top of a sealed surface and actually performs. What this looks like on a real Bay Area home

When we come out, one of our family members climbs the attic and the crawl space and looks at what is actually there. How deep is the insulation, where is it compressed or missing, where is the air leaking, how are the ducts holding up. We document it with photos so you can see the before, and we give you an estimate the same day rather than leaving you waiting.
From there the work usually runs in a day: seal the attic floor, bring the attic insulation up to where it should be, and seal the crawl space if that is where the cold air is coming from. If your home runs hot in summer, a radiant barrier can knock down attic temperatures on top of the insulation. Every job ends with a follow-up inspection about a week later, because we would rather catch a missed gap ourselves than have you find it on your next bill.
